I have a bunch of primed 7mm-08 brass. If these same brass chamber in a .308, can i resize the necks and load them for the .308 ??? Just wondering...

Yes. Depending on how many you have, I think I'd remove or pop the primers before doing it however. The lubes you would have to use might contaminate the primers.
You could try taking the decapping pin out of your die and using mica as your lube. I don't know if that would work or not.
