I havent tried and i cant understand why anyone would try it. The .454 casull is just a lenghtened .45 Colt. If you cut it down to .45 Colt specifications you will only get an extremely expensive .45 Colt case which is stamped wrong in case bottom.
I'm pretty sure the case head and web are thicker on .454 brass. This decreases the internal case capacity and could result in higher chamber pressures than you would otherwise get in the larger .45 Colt case. Be VERY careful...

The .454 cases may very well be of tougher construction than the .45 Colt, but IMO, not enough so to justify making .45 Colt cases from .454 brass. The original .454 Casulls were made using .45 Colt brass, and then later the longer version was brought out to keep people from shooting the high-pressure loads in old .45 Colt revolvers that weren't up to the strain.
I'm push a 260gr Nosler Bullet at 1492 fps out of my 45 Colt 12" Contender with little signs of pressures wasing the 454 brass and yes it takes a small rifle primer
