They basically just stockpile it. There is no “legal market” unfortunately.
They SHOULD be able to sell it as it would be worth a fortune. But of course, in Africa, the money would just go to the corrupt

And the stockpiling brings up a good question…in some countries one is required to pay VAT on trophies not removed from the country. What will happen when the powers that be realize there are tons of untaxed tusks sitting in vaults and storage buildings that will never be exported? Will the outfitter pay this tax on trophies not exported? I doubt it. Will the guy that hunted the trophy pay the tax? Not likely. I’d guess the tusks will be forfeited to the govt and go wherever they go, shame. And much of the ivory will end up in Vietnam or China anyway.
