Well, that doesn’t look too good. I hope more info is made available, perhaps an explanation of “public interest”…not enough qualified bidders? Too many people complaining about hunting? Or maybe something else? Hopefully they will reconsider.

Hold on!

The latest tender which was a fiasco was cancelled. That means that outfitters will not be allocated the new areas they thought they would be getting. The tender will be redone in the future and it seems the current lease holders will retain their areas for the present time until the new tender is completed. This from my sources on the ground in Zambia.

If its anything to go by, Thor is advertising a MUNYAMADZI / KAZUMBA BUFFALO HUNT
which he posted on 5th May.

An outfitter in Zambia involved in this kind of business would be well aware of any impending situation and highly unlikely offer any hunts.

Randy,

Everybody in Zambia is waiting for the official word. The only thing that is official is that the last tender is null and void.

The duPlooys have arranged a safety valve for all my booked clients so their safaris can go ahead as planned.

Munyamadzi is in an Open Area and private property, so not affected by the tender process as far as I know.

Munyamadzi is in an Open Area and private property, so not affected by the tender process as far as I know.


As Peter mentions Munyamadzi and Kazumba reserves are not affected by this. We already have our quota and will be starting our first safari in a couple of weeks time.

There are also several GMA's that still have valid agreements and they are also able to continue.

Im very confident there will be a rollover for the previous operators to continue for this season in the areas affected by the tender cancellation.

Not the first time Zambia has done this and last time hundreds or US clients and others lost their deposits..I had 10 hunts sold, but fortunatly my PH was a So.African and his deposits were in my bank or his So. African and all got refunded..Lesson learned.

HUNTING KICKBACKS AT MINISTRY OF TOURISM
Tourism and Arts Permanent Secretary Evans Muhanga surely admired corruption under the reign of Patriotic Front (PF) and now intends to re-advertise tenders for the 2022 hunting concessions so that he gets kickbacks, some traditional leaders have said.
Last week, Muhanga met some traditional leaders at Golden Peacock Hotel where Community Resource Boards (CRBS) were discussing the impasse surrounding the tourism industry.
The chiefs complained that if the concessions were re-advertised, the rural communities would lose on revenue, poaching would be on the rise and the citizens would be deprived of the much-needed proteins from game meat among other vices
The chiefs said Muhanga would be going against the advice of Attorney General Kabesha Mulilo who has recommended that Minister of Tourism and Arts Rodney Sikumba should sign the tenders and allow successful bidders to start operating in the 19 hunting blocks.
The hunting period is scheduled to start on May 1 and the chiefs were still wondering as to why the minister was delaying to sign the concession. The chiefs were further upset that there was no revenue from outfitters and wondered if Muhanga would compensate them for the loss.
Some chiefs that attended the meeting said Muhanga wants to re-advertise the tenders so that he gives the concessions to his close associates and some outfitters who have links to government officials.
“So we have people in the UPND who were admiring the corruption by the PF. The PS for Tourism plans to re-advertise the tenders, thereby going against the advice of the Attorney General. Muhanga is undermining the authority of the Attorney General. Why is he ignoring the advice of the Attorney General and the legal opinion ? By ignoring the advice of the Attorney General, Muhanga is going against the New Dawn government's pronouncements of promoting the rule of law,” said one of the chiefs that attended the meeting.
Successful bidders for the 2022 hunting season have already been informed and allocated their hunting blocks but the minister has been dilly-dallying to sign the concessions, thereby giving Muhanga the chance to plan for re-advertising.
The chiefs that attended the meeting with Muhanga are senor chief Nsama, chief Mulendema, chief Kaingu, chief Lundu, chief Chikwa and chieftainess Mwanya among others.
Last week, Muhanga and Sikumba snubbed a meeting with the Community Resource Board Association (ZCRBA), describing it as a ‘waste of time’.
ZCRBA president George Tembo and chairman Rogers Lubilo sought a roundtable meeting to find solutions to the challenges facing the tourism sector.
This was after Tembo and Lubilo wrote several letters, made phone calls and even sought a face-to-face meeting with minister Sikumba and PS Muhanga but to no avail.
The meeting between Muhanga and the chiefs was held on 14 April, during the time that CRBs and traditional leaders held an indaba.

Save Zambia
Thosè concessions cannot be signed due to the following reasons:
1. All along hunting areas were advertised when concessions expired but during PF they were advertised a year before in some cases 2 years before they expired since PF Financiers wanted most hunting blocks.
2. Most Hunting blocks were awarded to two families who financed PF using proxies .
3. Evaluation of hunting concessions was done at the privateresidence of PF financiers.
4. The A.G hails from the same area as one of the professional hunter who works for same PF financiers and they are reports of them having dark corner meetings.
5. Some hunting concessions were awarded without being advertised ; this is the same concession that belonged to a PF financier who are alledged to be bringing young girls for PF leaders when edgar & co were going for holidays.
6. Most areas belonging to PF financiers were being over hunted bacause they were having extra quotas .
7. Normal hunting concessions were given for 7 years but these concessions were illegally given for 10 years .
8. Communities cannot lose revenue because government has increased funding for CDF and will compensate the communities from these funds.
9. Indeginious zambians had it difficult to hunt in their own country the moment PF financiers got hunting areas as they was rampant corruption .
10. Hunting blocks were not giving on merit but given based on who was financing PF .
11. During the transition period areas illegally given to the TWO FAMILIES tried their best to have their concessions signed , why only sign those areas for TWO FAMILIES ? They tried to use KBF but KBF asked them why were they in a hurry if everything was clean .
12. Zambia doesn't belong to 2 families who tend to capture the state and thereby get ;.Most hunting blocks using different proxies , majority fertiliser contracts - in some cases getting payment but supplying nothing , all fuel contracts , contracts at MOH again using proxies . Its time zambians fight for equal distribution for wealth.
HUNTING CONCESSIONS MUST NOT BE SIGNED AND STRICT RULES MUST BE INTRODUCED TO WIPE OUT UNETHICAL OPERATORS FINANCING POLITICIANS.

There was something of a controversary over this matter at SCI. An outfitter donated a hunt in an area which he apparently did not have fully contracted. Probably because of this issue.

Any Outfitter taking deposits on blocks they don’t have should be avoided. Odds of getting what you booked are pretty slim. If history is any indication, there are zero guarantees as far as tenders go. If memory serves correct, the Zambian tenders have gone off the rails the last two times they attempted them.

I've just been chatting to my outfitter in Zambia and they will be conducting hunts in their GMA as normal this year. I have one client from the UK booked to hunt with them in October and I have just told him that his hunt will go ahead as planned.

The new Zambian President in his short term has been very proactive in anti-corruption. Seemingly no one is being spared. Ex Ministers and Officials have been arrested to appear in court for corruption and embezzlement.

The President himself has nullified the last tender for Prime Concessions and would seem to have information that I am not privy to. It is anybody's guess as to the outcome but the President is proving diligent in his orders and actions.

There are countless audits and investigations going on and whether the hunting industry is deemed a priority remains to be seen. Note that unfenced and fenced ranches, secondary and depleted areas remain open for business and fully booked.
