This is almost laughable.

Before my hunt with Andrew in June/July of 2012 I applied for both Leopard and Elephant CITES permits. I did it on separate paperwork about one week apart because the possibility of an Elephant was an afterthought.

The Leopard permit I had in hand before the hunt. As far as the Elephant permit I did not hear word one from USF&W.

I never saw a shootable Ele while there, though there are a decent amount of Elephant at Royal Kafue.

When I got back I still didn't have a permit or any communication whatsoever. I didn't feel like putting any energy into finding out what happened with it and I just ate the $100.

Last week I got an envelope in the mail. It's my Ele permit from USF&W with active dates of January 13, 2013 to 2014.

I can't help thinking someone there might have thought it would be a cruel joke to issue me a permit 6 months late for a country presently closed down.

I doubt the usfw employee even knows where Zambia is let alone knows the current situation there. Last year I had an issue with them as they refused entry to my ele tusks because of a stamp missing on one of the many papers required. Of all the people I contacted by phone and email, most were clueless. A very few were very aware and were NOT helpful as they obviously felt they had the upper hand. The local agent was helpful enough to refrain from confiscate the shipment and we shipped it back and got the documentation done correctly. I think the usfw does not have the ability to engage in cruel jokes. That is what is laughable.

Understand the point of the irony Jim, but to be clear, the CITES permit is not issued in order to permit hunting the species, only for importing the species into the US. Only mentioning this as there was some confusion concerning this issue awhile back with another hunter's upcoming leopard hunt.

Sorry me missed each other at Harrah's in Reno!

I understand that Todd. If I had shot an Ele though It would still be over there 6 months later waiting for this paperwork. I already had the Leopard permit in hand even though applied for one week apart.

It's just the Zambia closure timing and the dates on the permit that made me snicker.

Yeah, sorry I missed you as well. I should have walked up to you when you were waiting for the bus but we had our luggage in tow and were beat from the redeye and being diverted to Portland for a mechanical and being three hours "late".

Kind of strange...

As much as I scratch my head at what USF&W bases its policies on, I have not really had too much trouble with them issuing things in a timely manner. (Where they have sent it can be odd, but still...)

My time frames have ranged from 6 weeks to 3 months from application to arrival of the permit.

Given recent problems on importing of endangered species, it's a bit hard to defend the USF&WS just on general principles, but I must say that I've never, ever had a problem having permits issued and issued in a timely fashion to boot. In fact, I've had to renew permits a few times, and these have all been handled as well and as quickly as could be expected.

I've concluded that the import problems are really due to the ideological tilt of the leadership there -- and the permitting efficiencies I've experienced is just the regular USF&WS guys and gals doing their jobs acceptably well.

Sorry you had an issue, but I wouldn't assume it to be the normal.


When you get bored with life, start hunting dangerous game with a handgun.
