She'll almost certainly have TB rather than be starving.... there's plenty of food for them in the park.
The good news is that there's good evidence to suggest some of them are developing a resistance to the disease. They'll still carry it but it won't kill them.
That cat looks like she has seen better days and tried to bite off more than she can chew. Out of desperation ? Could a healthy lioness take a bull alone? Or do they normally hunt in teams?

Welcome to the jungle! Yes, I would also think that she is a TB lion, what with her ribs and backbone showing, with a bit of mange too by the looks of it. I think that she must have been pretty desperate, since it usually takes a pride of about 3 or 4 lionesses at least to pull down a big buff bull. Ten points for effort on her side though for that scrap.
