No, if you hang in there for a while, you should be able to book a "management" elephant hunt this year but it will run you more than a TL hunt by the sounds of things.

I fear this is all about Parks $$ .. if it's deemed a "management" elephant, Parks gets $5K or so; if PAC, Parks gets nothing. If TL, sometimes Parks gets the money (if shot in a Safari Area), sometimes the district council gets it (if shot in a Communal or Campfire area).

By the time they make up their minds, the PAC season will be over and the villagers will have harvested a "bumper" crop of elephant dung.
