Got this hot off the internet wire, read carefully.... Dear Hunting Outfitters MORATORIUM ON THE UTILIZATION OF THE LEOPARD CITES QUOTA IN THE LIMPOPO PROVINCE 2009 Kindly be notified that the department has taken a decision that no CITES permits for hunting of leopards will be issued as long as the transformation issues have not been put in place or resolved. It is expected of every Hunting Outfitter who is applying for a CITES leopard hunt to have a qualified Black Professional Hunter as a partner during that particular hunt. Such a professional hunter must be paid accordingly from the revenue already accumulated from the R5000.00 donations. The outstanding training issues must be resolved as a matter of urgency in order to get the programme implemented. The moratorium would remain in place until further notice and can only be lifted once the acceptable transformation implementation plan is in place. This one will backfire spectacularly. Do they think that because hunting is often referred to as sport hunting it would be a good idea to implement the quota system, as they have done with the rugby and cricket teams? This will result in pushing unqualified PH's through the system, handing out licenses willy-nilly and many future maulings! Nothing against black PH's - I have huge admiration for certain black PH's, as many of you know - just an issue with inexperienced PH's. David, They can't manage to get the black PHs through the existing course, the new proposed course already has 155 unit standards and they're still working on it, so Christ knows how they'll get them through that! As you say, there are some very good PHs but I have to say, I can't think of many, if any in RSA. | |||

butchloc: That is true. At one stage it seemed that everyone with a 4x4 and a .22 hornet was a qualified PH, and some didn't even have the vehicle or rifle! I think they quickly realized their blunder, because nowadays they seem to send many candidates packing before they get close to the proficiency. I'm sure Ganyana could enlighten us further. | |||

A friend of mine was present at a recent meeting with a bunch of game dept officials, when the newly appointed (lady) head of one particular game dept came out with the following statement: ' I'm new to this, can someone please tell me how much meat a white rhino eats in a day?' For all that, I'd still rather live in Africa than go back to the UK. I've just been watching Sky News about an 11 year old kid (Rhys Jones) that was shot by a 16 year old member of a street gang and the more I watched, the more I realised that if I lived there, I'd just feel like a stranger in a strang land. Picture the scene: Senior Game Department Manageress – she was recently appointed as: Deputy Director: Permits - thinking in her office before actually starting to do nothing for the rest of day. [When attempting to think characteristically the index finger of right hand is far up a nostril! Ever hear the story about the beetle?]………..Lets write down some thoughts that flash through her mind: “How can I steal some of the money from the Department ……..Limpopo Province had good rains this season……… how can I steal some of the money from my medical aid ……………lots of grass for grazing animals ………..how can I steal some of the money from my child’s school fund …………the good grass will help all the cows to be fat and calf well …………. how can I steal some of the money from the Departments’ student training plan ………..because the cows will have many calves I can demand more cows as lobola for my illegitimate daughter from her boyfriend ……….. how can I steal some of the money from the white man ……………this abundance of good grass is a good thing for everyone in the Province …….how can I steal some of the money from the white farmers ………….the white farmers will also do well with all this good grass ……. how can I steal some of the money from the white farmers who get paid below market value for the farms that the Government buy from them ………..how can I steal some of that money ………but most of them are turning to game farming because the minimum farm wages are simply unaffordable ………. how can I steal some of the money paid to these guys ………must use opportunity of a good rain year to steal from white apartheid bastards and give to comrades in the struggle …………how can I steal some of the money earmarked for affirmative action ……… there must be a lot of money in the development fund ………how can I steal some of that money …… the white PH’s pay for leopard CITES permit applications …. how cal I steal some of that money ……. There must be more affirmative action ………. how can I get my daughter’s boyfriend a well paying job for doing nothing ……..” [At this point in time the index finger is removed from the left nostril, briefly examined visually, and then pushed up the right nostril to steady the beetle.] But let us continue recording the thoughts that flash through her mind: “How can I steal some of the money from these wealthy white PH’s ……. the good rains will also be good for the leopards as there is lots of grass to eat ….. how can I steal some of the money ……….. maybe I can misuse my Departmental authority to force the white PH’s to give Mandla a job …….. how can I steal some of the money ……….. the white PH’s must employ black partners. There is even an official policy about this …….. how can I steal some of the money ……….. maybe I can force these rich white PH’s to pay me some money under the table …….. how can I steal some of the money ……….. if I were to place a moratorium on the issuing of permits for hunting leopard until the rich white PH’s employ black partners …….. how can I steal some of the money from the Departments’ fund for providing food for endangered animals in time of drought ……….. there is money allocated in this fund under two headings: (i) for grazing and (ii) carnivorous endangered or protected animals …….. how can I steal some of the money ………..hey man, I must be mad, sitting here in my office working so hard it’s an hour to go for tea time. I’m late for tea, just a last quick thought …….. how can I steal some of the money ………..” She goes off to the tea room. There she discusses the implementation of the affirmative action policy with her niece – who was (in recognition of frequent sexual favours to the Director) - recently appointed as Assistant Director: Black Empowerment Policy. One full hour after the official end of tea break she gets back into her office to resume doing nothing for the day. First thing, she helps to stabilise that beetle by putting a finger up a randomly chosen nostril. I quote again her thoughts: “How can I steal some of the money …………. I must do my part to help the Department and Government with it’s BEE policy …….. how can I steal some of the money ……….maybe I can have some of the emergency food delivered to my cousin’s house……… maybe I can have some of the money ………… how much meat can one buy and have delivered to my cousins’ house. He is a butcher and can sell it for me. But he will get a cut too …………………. how can I steal some of the money ……….. I wonder how much meat a white rhino eats in a day ………… how can I steal some of the money ………. I can ask at the meeting this afternoon; someone will know and I can then plan to have an emergency declared to approve the buying of lots of meat ……… how can I steal some of the money ………. But I like the idea of helping Mandla getting a job with a rich white PH: I must really think hard of how I can do that ……… how can I steal some of the money ………” I do hope some of you now have a better insight into how some decisions are made in the Limpopo Department of Economic Affairs and Tourism. Typical Africa style, I just got news that it was the Minister, Van Chalkwyk, himself that told Charles Maluleke to reverse the Moratorium. Wonder who got hold of the Minister, but Guys be ready, next year we are going to have to be BEE compliant in order to get these permits. We as the industry will have to force the Department to give us the criteria. For now it looks like we will only know by around mid January if we have CITES permits or not. Good Luck out there.
