Lane - Am I reading it correctly that basically Tanzania adopted more of a "Niassa" approach, except for if it's deemed to be under 4 years old they get another lion taken from the quota? No fines now, or is this in addition to the fine?

If I'm reading it correctly, it says "on top of the fine". Look at the definition under 2) a).

Correct TZ has adopted a Niassa like system. Lion under four not exportable and Todd is correct about the fine. I will try to get the page with the fine.
