Treasury Department Issues New Zimbabwe Ban List

The U.S. Treasury Department has updated their list of sanctioned Specially Designated Nationals from Zimbabwe. U.S. citizens are barred from doing any business with anybody on this list. If you plan to hunt Zimbabwe in the future, please make sure your operator or hunting outfitter is not on this list. Earlier lists can be found at www.safariclub.org under International and this list will be posted soon as well. The SCI website also contains general information on the effect of these sanctions and their possible impacts on U.S. hunters. Of course, who knows where the money ultimately ends up. What I have done is to add the following language to my hunting contracts for hunts in Zim:

"The concession area being hunted is not owned or controlled by and none of the monies paid under this contract will be paid to any individual on the US State Department list of persons that US citizens are banned from dealing with under the Executive Order Blocking Property of Additional Persons Undermining Democratic Processes or Institutions in Zimbabwe. In the event of a breach of the preceding sentence, all monies paid under this contract shall be refunded."

It ain't much but it (i) indicates to anyone in the US government that might be looking at this after the fact that I was at least trying to be vigilent in attempting to avoid a problem, and (ii) gives me an arguable claim for the money if there is ever a problem.

Of course, the biggest protection is to deal with someone that you know and trust!

The choice is between two options both of which have problems: (1) do and say nothing and hope for the best, or (2) at least make an attempt to address the problem even though it may be impossible to ever recover the funds. As someone who has spent a lot of time over the last five years dealing with the federal government on a variety of legal issues for my company, I would rather try and fail than not try at all. Just my humble opinion, everyone is free obviously to handle -- or not handle --the issue any way they want.

None of my guys are listed, but then again they're still holding onto their own land. We're booking hunts with no problems, so hopefully everyone still operating will continue to do so. However, from personal experience in this fray, check things out for yourself before you go. Hunt on the wrong property and the Fed's will seize every animal you attempt to import and most likely tie you to activities that have little to do with international hunting.

Lemco is privately owned. Mostly by German and US nationals. No problem there. No problem with HHK being the outfitter.
