If "no" since then?
And why"?

If "yes" witch method?
Open land or fenced area?

Are they any other countrys in South America where it is legal?

Hello, puma hunting in La Pampa province is legal on breading farms, the hunt is on bate like leopards.
But currently the gouvermeent is not signing the cites for the exportation.

Here we have the answere/the solution:

Pumas - Regarding the pumas, you have different areas that government allow you to hunt them under the name of “pest control”. This areas are being under pressure of the pumas, the cattle, horse, etc.. so they allow you to hunt them, but they don’t allow you to export the trophy.
To export them you have to go and hunt them in an enclosure where they rise them. There is only 2 places in Argentina where they rise them.
The government allow hunters to hunt the pumas, that has an extra fee and we can not send trophy outside Argentina.

Yes you can hunt in Rio Negro and Santa Cruz and with pac permits in several other areas.
