What primer would be better for hodgdon's triple 7 powder a # 11 percussion cap or a musket cap?

Musket cap.

Either will ignite T7 loose powder with plenty of fire so long as your nipple/plug is clear. Definitely the musket cap for pellets though. Generally, softer ignition provides better accuracy.
