Here goes, you should get a lot of opinions on this one,
You can start off with the very economical
H&R Handi Rifles, barrel interchangeability(Factory done)
T/C Contender/G2 & Encore, barrels galore, factory and custom.
Uberti Single Shots, good quality and pretty good workmanship.
Browning rifles.
Navy Arms
Then you have the numerous Single Shots made here in the USA, mighty fine(emphasis on FINE) rifles but more than my budget can swing. I have the T/C rifles and Pistols and a few Uberti's including a Mossberg SSI Single Shot, it's a fine rifle after I did a trigger job and recrowned the muzzle but it's still heavy.
I'm sure there are others I have over looked but that should help you get started in looking. Do a google on H&R, Thompson Center and Uberti to get some info.
On a budget you should consider H&R, T/C
Check out CDNNInvestments.com for some deals on the Mossberg SSI. Mossberg said they are going to start back producing the SSI and barrels after they catch up with production of the new Mossberg Bolt Action rifle, yeah right(wait and see). Hope this little bit helps.

Steve E.......

Sorry you Ruger guys, I forgot the Ruger No.1's

7 MAG, Welcome
My first centerfire rifle was an H&R Ultra varmint in .223rem. folloed by the then new 450 Marlin Ultra Hunter. (ouch!) Both of these WILL SHOOT M.O.A. (the .223 is 1/2moa) with factory ammo. Having owned about 10 different singal shoots I still love the little H&R's. That said, The Ruger No.1's are my very close second pick. But they are $400+ over the H&R's. Never owned a T/C but have never heard anything bad about them.
What caliber are you looking for. If it's a .223rem I would suggest the H&R. if its gust for punching papper or working over some gofers.
My little shoker is a Savage Stevens Favorite 30gm in 17HMR all I can say is WOW. 1/2moa from a 3.5lb. tike for $220 out the door. This was going to be my sons, but not till he's 5 years old so I get to shot it for another 3.5 years.
With you luck! 338vt
p.s. I have found that it's much more fun to start with something cheep to feed.22lr 22mag 17HMR or .223rem
