Frustrating, isn't it! If there is a way to do it, I haven't figured it out. My only solution is to fireform. Usually, if the round doesn't go off the fist time, the second or third try will. Try turning the case 180 degrees in the chamber and try again. With this being said, out of 100 rounds fired last weekend, I still had one that would refuse to fire. In this situation, my only solution is to pull the bullet, de-cap, and start over. I called T/C on this and they said to send the barrel back to them, and they will inspect it. I still haven't sent the barrel back to them yet. I know my barrel is no perfect, but I can still work with it. I consider it a challenge at this point (LOL)
Being you are working with a 25-06 (I had 2 of them) you can neck down 30-06 brass, back out the die a bit to make a false shoulder a bit more forward. This may help your head space problem.
Before I found out what was the problem (I think anyway) I called T/C for a new firing pin and hammer spring. They sent them to me free of charge. I have not installed it yet. Now talking about it, I'll probably do it tonight.
I hope this helps a bit. One thing I forgot to mention. Did you check to see if the new brass in sitting below the breech? Take a look, if it is not sitting below the breech, the problem may not be the chamber.

Mark, I pulled all the same routines you mentioned. Misfire, retry, open and rotate the round, try again, etc. etc....

I plan on pulling the extractor and checking the misfired rounds in the chamber to see seating depth.

The first time I encountered this was when I started reloading for my Contender .223. I had several misfires in a row and all would chamber and shoot in the Remington VLS bolt gun. I found out about the seating depth then and adjusted my dies for it.

Somehow I assumed (I know, I know) new brass would not have this problem. Time to check the chamber. Everyround of factory stuff has fired in this one. Winchester, Federal, Hornady, none had problems. So it has to be the shoulder on the new brass. (I think)
