I have a Savage 116 in 270 I would like to order a fluted bull barrel 20" in Stainless 30-06. I would like to know where the best place to find a barrel and the tools I would need to do the job. I would also like to know what all too ls I will need for this, I haven't done this before and have not seen it done.

Until August 31, Midway is running a special on a Wheeler action wrench for your Savage at $36.95. (I just bought one at the same price for flat bottomed Mausers.) They also have the special wrench for your barrel nut and a barrel vise at reasonable prices. Check out their barrels in the Gunsmithing section of their monthly specials while you're there. Might be one you'd like. Won't be a top end one. But for occasional use, you won't find a better price on an action wrench.
