Ruger lever action? You mean a Ruger No1 single shot? Barrel can be cut off or replaced. Maybe Tig welded but then would need refinishing.

As usual just my $.02

Ruger 25-06 Lever action; As stated, you might mean a #1; it has a lever but is a single shot. If you don't want the ports, cut them off and re-crown the barrel. Or if they are round, tap them for plugs. A sleeve could be soldered over them. Don't want to weld on the muzzle of a barrel.

Cut it and buy a sound moderator.

Do you have a son in law?
If so have him put his fingers on the ports like he was playing flute. That would quiet things down at least for one shot.

"Sound Moderator". If you mean anything that reduces the noise of a firearm, those are not legal in the US unless they are registered and all states do not allow them. Unlike Europe where they are not a bad thing; here they are looked upon as a very bad, and illegal, thing.

The silencer situation is not that bad. 38 states allow unlicensed civilians to own them. There is a $200 tax and it takes 6-8 months to get BATFE authorization to make or buy one, but in the last several years a few states have eased restrictions.

In my opinion the best accessory to put on a rifle is a silencer.

You need to purchase the suppressor first. It is held by the seller until you get the tax stamp approved by the Feds. The suppressor seller sends in the paperwork after you provide prints, check and complete paperwork from local LEO. Approval comes back to the suppressor seller who then contacts you to deliver the suppressor.

Yea, ask me how I know?

Pound nails in the holes and file off the ends.
