Nagant .45-70 Scope Mount Question

I just bought a Nagant with a hex receiver that was converted to .45-70. It must have had a side mount scope on it at one time. The left side of the receiver has a bar attached to it that is 4.059 inches long. The bar is attached to the receiver by two screws that are 3.470 CTC. There are two tapped holes in the bar between the two screws that are 2.020 CTC. There are no other parts of the scope mount that came with the gun.

Does anyone have any idea who is the manufacturer of this mount?

what was done to the bolt face to get the larger 45-70 rim to fit?
