Seems that whenever I want to move the safety on I have to raise the bolt handle slightly to do it! Any ideas on how to correct this problem?

It works....but does take time and is troublesome.

This is usually, though not always, a result of too much metal being removal during a trigger job. As a result, the firing pin ends up sitting too far forward to allow the safety lever cam to engage the safety notch in the firing pin.

As you lift the bolt handle, the cocking piece cams the firing pin back just enough to allow the two to engage.

At the least, it will probably take nothing more than a slight adjustment of the notch to correct it, or, on the other end of the spectrum, if it is the result of someone removing too much material, you may have to replace the trigger or sear. A gunsmith who is familiar with these systems would probably be the best source for the repair.
