The "how" , is to remove the barrel from the action, and it must go into a lathe.

A lathe can be set to what ever TPI you need. After the shank has been cut to proper dia, then the thread area cut, slowly, pass after pass afterpass with a pointed cutting tool.

The diameter of the sight base under the barrel is dependent upon whether the barrel is heavy or standard weight. Looking closely, you will see a step of about .025" or so, then the barrel will step down to the diameter found just short of the muzzle. It takes quite a bit of pressure to remove a front sight base-- it is a shrink fit and must be accurately positioned when very hot to have it cool in the correct position with the gas port in the barrel directly under the gas passage hole in the base or you won't have clinton for function once it cools. Do not forget to put the handguard keep-piece on before you slide the base on. You should be able to procure a standard-weight sight base at a gun show, still on a remnant of a cut-off barrel. You may be able to get a heavy-weight base from DPMS or any of the various sources dealing in AR-15 parts. Measure the diameter under the base with a dial caliper before you buy. According to the DPMS site, the front sight base is p/n BL-18 and costs $35. No inner diameter is given.
