I have never seen any posts discussing how to mask areas to be left "in the white" when rust blueing. If I want the bolt body in the white but the handle blued, what is the best way to make it so?

I use shellac or clear laquer as a liquid masking tape. Regular tape will work but you'll want to remove it before every boil.

Polish it off after your done
