if a barrel of german origin is associated with Scheutzen or Mauser system 71 would such a barrel be able to fit a LR 98? Would the barrel threads be able to be redone if not?

No, 71 threads are small ring diameter (.980) and are about .850 long. LR Mausers are 1.1 inch diameter; thread pitch is 12 on both.
