I think I have a good donor rifle, Win 670. Would you do a carbine in 9.3x62?

Not unless it was a fullstock. Otherwise I'd go with 22" if you want short. But hey, that's me. You do what you want, you will be shooting it after all.

I have several 9.3x62's. The Ruger 77 tang safety with a 22" tube is downright handy and is the shortest I currently have.

It would be great as a carbine with a 20" barrel. My 9.3X62 CZ550FS has a 20" and doesn't seem to give up much velocity at all to 24" barreled rifles. My only advice is don't go too light on the the barrel diameter.
