I'd seriously doubt it, just by the method that the shroud joins to the bolt. But, I could be wrong........ There's always someone coming up with something these days.

I'm not aware of one. The bolt shroud houses a cocking piece pinned to the firing pin. No reason it wouldn't work. A new shroud would have to be engineered and machined. Apparently not much demand or it would have been done before now. That design has been around since the 1970's.

Apart from badging and the stock the Howa 1500 is apparently the same as the Weatherby Vanguard rifle, both made by Howa Machinery in Japan. Perhaps a search under the Weatherby Vanguard name might turn up something.

A well known gunsmithing firm here advertise a bit of custom work for Howa rifles but I don't see any reference to after market 3 position safeties for the them.
