If you really wanted to be trick you could clean up the lug seats, have the bolt face welded up, and not need to adjust the barrel for headspace.

Your extraction cam timing would be slightly off depending on the amount of material you removed, but that is easier to fix than indexing the barrel.

I can't laser weld, but I have seen some amazing laser welding (sear edge on a high carbon blade). Even TIG welding, you could weld the bolt face up without getting it hot enough to effect the lugs. Weld it up with a 4130/4140 base filler, which will come out 35-40 Rc. (depending on grade and the welding)

Cut lug abutments, weld up bolt face, cut bolt face to correct headspace, correct cam timing, heat treat.

I wouldn't muck about with the barrel unless you think the chamber has also stretched due to the loads. (or the customer wants it?)
