I have a couple of ruger rifles without sights, and I personally don't like a hunting rifle without them .
I picked up a williams shorty ramp which says it can be sweated on or screwed, screwed is self explanatory but what is this sweating???
Are they saying soldering or could you use locktite or super glue any tips would be appreciated

Sweating is soldering. Normally a lower temp solder. I doubt a glue available to the masses would hold.

As usual just my $.02

Epoxies and JB Weld will not hold the front sight firm enough. A couple light taps of a hammer and the front sight comes right off.

Screws or a low temp silver solder are the way to go.

Can the soldering be done on a blued barrel without discoloring or rusting?

You have to remove the bluing under the sight base and most likely you will damage the finish on the surrounding area, making the screw on base the easiest way to mount a sight ramp to your barrel.
