Don't know how or why but I moved the scope forward until there was a 1/16 inch between the bell and the barrel ( I could just see light before, maybe 1 or 2 thicknesses of notebook paper) and bingo...12 rounds of 180 grain nosler partition/57 grains of RL22 shoot into 2 inches at 100 yards as fast as I can pull the trigger... vertical stringing problems solved...I also lapped the rings a bit as well and the swell of the bell was touching the front of the foward ring and now there is 1/4 inch of space there so not sure what it was but the gun shoots fine now. All in all shot 32 rounds, the 165 grain powerpoints shot into a different group high and to the right but they shot into a 2.5 inch group for 20 rounds about as fast as I could shoot and get reasonable accuracy...I am going to keep my Weatherby 30-06!
