4" is a long ways to run a 3/16" drill but It can be done. You didn't say where you live but the best way is to go to a steel center and ask for a length of 1/4" X 1/32 wall BWMD or DOM tubing.
Also try hydraulic shops that have hydraulic tubing.

This is for my RC truck I have, I make custom length drive shafts out of alum tube but the truck just twisted a shaft real bad, so I need to go with steel, let me see what I can find around here. Thanks.

Try Small Parts Inc...they have tons of tubing in just about any material and any size you could want.

Pre-hard 4140 tubing is avail. from Aircraft Spruce and Specialities and Nolan Supply (both have websites). Drilling to the center of a 4" long piece of steel should not be much of a problem if one uses a lathe, center drill and new, sharp drill. I'd drill from each end, face to length before starting to drill.
