Just to add my 2 cents:

I think the perfect action would be a pre '64 copy but with two changes: A Mauser-type gas flange, and a Mauser-type bolt release.

And I prefer the transitional saftey to the later; it can be sweeped off with a little downward pressure which is potentally quieter and gives you more control of the release. And a pre '64 (drilled) bolt handle.
