Are all 98's cock on opening?

I just picked up a real nice santa barbara 98 action with a matching bolt body that was empty (stripped). I put in a speed lock firing pin, commercial non saftey shroud, std 98 cocking piece and a Bold trigger with a saftey. But it will not cock on opening. Do I need a special cocking piece and if so, where do I get one? Or is there something wrong with the parts I put in?

98s are cock on opening. My quess is the combination of bolt, cocking piece and trigger is not allowing the cocking piece to move far enough reward to fully clear.

When you open the bolt the cocking piece should ramp up onto the bolt compressing the spring. You should see this if you open the bolt and remove it. That means it is cocking on opening like it should. You just don't have proper clearance for the trigger to capture it.
