A non-FFL holder can ship firearms for repair or customization to a FFL holder as long as it is returned to that same individual and no change of ownership takes place.

2-I made up a formed cutter to cut the end of the stock. The cut does go from top to bottom as you surmised. The peak is cut on the ebony with an endmill of correct dimension, coming to center from both sides.

Two questions.

1. Not being an FFL holder, and being too lazy to read the statute, I am wondering whether an FFL is required to send work to a smith. I would imagine that since it would not be a sale one would not be needed, but I need to know for sure.

2. Is there special tooling used to make a so called "widow's peak" on an ebony forend tip, or is that strictly a file and sandpaper job. Does it go all of the through from top to bottom.

Jim has it correct; but to expand on the question, it can be done all by hand. It is a PIA to do so though. I dsid one for Alvin Mack about a month ago; took less than an hour.
