Would it be better to weld on the new bolt handle before or after fitting a 70 style safety? Or would it even matter?

Well, I'm no expert but, I don't think it matters what you do first - unless you're using some unusual bolt handle that might interfere with the wing safety when it is in the fire position?

Duane is correct here, I have seen too many Mauser bolt handles done that have not allowed the bolt to cycle completely. This also applys to the two position ones.

Doesn't the bolt have to rotate to the exact same position regardless of the bolt handle?

Say someone installed an M70 safety, and made the locking pin notch (presuming they got that right) on a factory bolt. Would not that notch have to be in the exact same spot with a replacement bolt-knob?

I was monkeying with the new trigger and the safety and I got to thinking the bolt handle might give murphy a good spot to step in.

Yes but for ease of fitting and making sure the receiver is notched properly for the handle, use the original safety first. When the original safety works right then fit the 3 position unit to lock in the same location.

Before you do anything scribe a reference line on the rear bridge level with the top of the bolt handle root. Thats assuming it is the original unaltered bolt. Notch the action out as required watching the mark and continuously checking for safety function as you get close. Go too far and the bolt will jump when you dry fire, so go slowly. It can be finicky.
