This will be the latest in a series of mostly dumb questions by someone trying to learn a little bit about custom guns!!!

What dictates if an action to be used in a custom project will be surface ground? Is it done as a matter of course? To remove pitting? To ensure that the exterior of the receiver is parallel to the bolt bore? All of the above? None of the above?

Just curious!

Pretty much all the above. There are VERY few actions that don't benifit from it.....in fact, the only American actions I can think of would be the very early Remingtons... M-725, 721 and 722 were straight with square corners and were not buffed at all.
