What was the first mass production commercial Mauser 98 type action offered with a bolt handle designed for scope use?

FN Deluxe bolts and shrouds, are they polished and in the white, or are they plated?

Of course, the Remington M30; just a factory sporterized M1917 Enfield, the bolt was always low enough for a scope. Bolts are polished; not plated. Plated bolts would be gauche.

I've seen several Mexican Mausers with plated bolts. Tacky.
