I'm guessing but, I think he is a former employee of Krieger. I have had no experience with their barrels and, if they are new to the scene, probably very few others have.

Yes they are a couple of former Krieger employees and in some circles their barrels are already catching on like wildfire. Some very well known BR shooters are ordering them 25 at a time. Use to have about a 6 week wait on an order, but not anymore. Closer to 10 or 12 now I think. I should have a couple to chamber up in a week or so.

Two of John Kreiger's key employees formed Bartlein Barrels. They have nice equip and control twist rate with CNC tooling. Initial reports from the Benchrest community are very positive. They are cut rifle barrels. Kreiger has a great organization and John is hands on, so he will continue with his top notch barrels.
