Being impatient I was wondering if I have a m700 assembled, and use it while a pre 64 m70 is having action work done could the barrel be pulled and then screwed onto the m70 action later? Would the barrel need to be re-threaded?

M700 and M70 have completely different barrel threads. So the short answer to your question is "no" they can't be interchanged without remachining the breech.

Remington and Winchester barrels are not interchangeable without a lot of work. Big Grin Same with Winchester PF, and CRF barrels.
