Does anyone know of a source for free machining steel, such as 12L17 or similar? Thanks

Free? Few things in life are free. If you can find a local machine shop or custom automotive fabrication shop they may have some scraps they'll give you. I have been able to scrounge up some metal from the campus machine shop from time to time.

Various steels are made in 'free maching grades' by the addition of sulphur, phosphorous, lead ,selenium. Examples are from the 11xx and 12xx carbon steels to the 303Se and 416 of the stainless steels.
