How would you make a ruger hawkeye stainless matte finish look like the older mk2s that had the shiny stainless?

I'd start with a Scotch-Brite wheel.

I'd say increasingly finer sand paper or a polishing wheel on a bench grinder.

Their "shiny" stainless finish actually looks like crap. A scotchbrite pad or steel wool will duplicate the factory finish.

If you want something nicer, some of the above suggestions will work.

If you have a matte finish now, I would suggest some light polishing with Flitz and soft cloth. It will come out a nice, satin sheen.
