Mike, first of all, if Jim Kobe is helping you, you will be all good.

As an option, call JB at Accuflite. He is a Sako guru. Plenty of smiths can handle your job, but I KNOW JB can.

I know of another smith, Dave Bruno who works on Sakos a lot, but I don't have his contact info with me. If you do a search for him here, I think you will find his info, our fellow poster 'Doc' posted it a while back IIRC correctly.

On a side note, the bolt is really easy to disassemble on that rifle, and it may be as simple as cleaning out the bolt and lubing it---Good luck.
