The magazine shell stop which I think should be peened in the receiver is loose--What to do to correct this ??? Also if I put the trigger grouph in the reciver with out the shell cut-off the hammer will not fall??? Anyone know how to solve???

You can re-stake the shell stop or just assemble the gun and let the trigger group hold it in place.

The reason the gun won't fire is that the disconnector is engaged, probably. That keeps the hammer from falling unless the bolt is closed all the way.
