Filling screw holes

Question about filling scope mount screw holes in an action. Is this a matter of a bit of weld then stoning it down to match the metal and reblue? Or would it be done by welding in screws first then cleaning up the heads, polish and reblue? How much for this work, just the hole filling?

There are a couple of options. First you could put in extra long screws and cut off the heads. Leave a bit of shank sticking up and pene it flush. Blue only the screw. This works surprizingly well. For a prefect job put in a headless screw below flush. Have a good tig welder fill the hole with rod that is of the same composition as the receiver. I did this on a "swiss cheesed" Model 1912 20 ga. I even had th chase the matting with an engraving tool. I browned the receiver and boiled it until the finish matched the barrel. I can't tell where the holes were, and I did the work.
