Wow...I just shipped a rifle to a gunsmith earlier this summer with little issue. Now UPS is telling me I have to be a FFL holder to ship a rifle to a gunsmith. Is this correct? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ J. Lane Easter, DVM A born Texan has instilled in his system a mind-set of no retreat or no surrender. Lane, I remove stocks from rifles and pack them separately from the barreled action in the same box. It makes the carton shorter for the Post Office, and also doesn't scream "Gun".

So, when you ship via USPS…do you have to make special arrangements or just walk in with the package and ship? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ J. I’ve recently shipped at a “UPS Facility”, not a strip mall store, no big problem, shipped as “machined parts”, no stock shipped, so no problem (at least at the facility I used). Karl Evans

Ok, shipping via USPS is a totally different matter; it is LEGAL for anyone to ship a long gun to a dealer (not a handgun), and you do have to declare that there is nothing Hazardous, perishable, fragile, liquid, perfume, mercury, or lithium batteries, in the box. DO NOT mention guns. No need to and no requirement to. And do what Biebs said. Now, if you try to trick UPS, they definitely won't pay any insurance claim.

I use USPS to ship to gunsmiths and to receive the guns back. It is safer and easier than using UPS. Over the years I have only once had a PO refuse to ship a gun... but that was in California.

Did you tell them it was a gun ?

I have, and it has not been an issue. And I am in California. I just bring a copy of the regs, politely notify them up front, and offer them a copy of the regs. They have always accepted the shipment. Those who were unfamiliar with the legality of shipping long guns learned something new, and were no problem. Sometimes they ask their supervisor, sometimes not.

I did once tell the local PO that I was shipping a barrel; they said NO gun parts: it was a Saturday, the PostMaster was not there, I didn't have a copy of my license, and I didn't have time argue with the girl at the counter. But best practice, is NOT to tell them anything but what I said above, which is what they require. Nothing Hazardous, etc. Years ago I would carry a copy of their own Postal Regs and show them. Some of them are just dicks.

we ship UPS mostly, 19yrs, 6 total broken or lost items. USPS requires Form 1058 for every recipient address. (which most FFL’s tend to ignore, and , is not a big problem unless the package is opened or lost). Dallas region postal inspectors have confiscated firearms that were “Click-N-Shipped” when no 1058 form was filed. Our Dallas post offices in general are deliberately a huge pain about shipping. We only ship MG’s through them, since both UPS and FedEx have notified us as to their respective policies against shipping MG’s ( somewhat ironically not suppressors, SBRs , etc.) The postal workers on our route have been instructed to ONLY deliver firearms to the FFL but not pick up firearms from the FFL, UPS snd FedEx have sent varying statements, as to what their respective positions are. We are grandfathered to ground on long guns and 2nd Day air on handguns. When renegotiating our rates we were told by UPS that all NEW accounts are overnight only on ALL firearms. Shipping firearm is getting more difficult and more expensive and is targeted for more cost increases and further restrictions. Just as VISA and AMEX are now coding all firearm / ammo related sales , for tracking that data, thanks to pressure from Gabby Giffords organization, the common carriers are experiencing direct political pressure from them as well. Unless, the there is a true “red wave” in this country expect it all to continue to worsen. (will also post in the ARPF)

USPS 1058 is not for civilians who mail long guns. And since they can't mail handguns anyway, they never would fill out one. Back to, those semi trained USPS workers don't need to know.

Form 1508 is for MAILING HANDGUNS dealer to dealer only. Joe six pack has to use UPS or Fedex. Postal Regs 432.23 and 432.24.

And now it appears UPS and FedEx are no longer available to “Joe Six-pack” unless he hires a dealer/FFL holder to handle the shipment. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ J. UPS and Fedex are now requiring special accounts, recordkeeping, and more bullshit than it's worth to use them. I've just gone back to USPS to avoid the hassle- it just ain't worth it. Customers are just going to have to pay more for USPS.

About ten years ago I went thru the refusal hassles sending a Charter Arms snubby back for repairs. FedEx was expensive as hell. Less than 2 weeks later I found a small flat rate box tossed on the porch. When I picked it up I saw who it was from. I had a fellow shooter here visiting. Knowing he wouldn't believe it if he saw me open the box I had him do it. Nothing special, same as if it had a box of dog shit, or anything else. when did this change? I had UPS pick up a handgun at my house earlier this year to send back to the manufacturer for a barrel fitting. I was going to ship through a local gun store, and the gun store told me just to schedule a face to face pickup at my house and mark sporting goods on the contents. I sent a rifle to HS Precision in June — no problem. Went to ship one in September and ran into this. The driver is an old friend. He said it just changed. As to not telling them it is a gun…both ask when you schedule the p/u and print the label. My carrier said if you didn’t tell them…it would likely go no problems. But, if there were any problems and it was found out it was a gun, especially a claim, it could be bad. I elected not to go the not telling route as it was an expensive rifle. Now, the way around. FFL holders can set up gun-shipping accounts and can send a call label and just add it to your bill. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ J. C&R FFL holders can still ship if they set up an account. But why bother, use the USPS, more reliable and they pay claims.

I am behind the curve on this thread, but I have had experience with people who use SHIP MY GUN that’s online. To my understanding, basically they contract with another FFL and use them as the liable party when shipping a firearm. Never had any issues personally.

Just had an incident of theft by UPS. Parcel was delivered with the box cut open & contents stolen. Parcel contained gun parts (no receivers) and was shipped from an FFL to an FFL. Parcel was also not left unattended after delivery. UPS says they will look into it. Yeah, right. Roger

That is why UPS instituted their policy for handguns as either overnight, or second day air only; no ground. Their drivers and sorters were stealing them.

The last two handguns I had shipped, I went through my FFL dealer. No hassle and better rates, although there is a surcharge. We need a specialty shipper to fill this gap. It’s getting ridiculous. Mike Wilderness is my cathedral, and hunting is my prayer.

I recently shipped two rifles. One UPS with accompanying FFL of receiver, the other I just took to post office and mailed it. The local fed x wanted FFL on both ends and said it had always been that way which it hasn't because I have shipped several through them at that location over the last 15 years. I think it often has more to do with the person behind the counter than any laws or rules.

Indeed! Several years ago I bought a cons. ser. # set of 1873s with the old rubber grips + I thought that ivory was required, so I wanted to send them back to Hartford for the grips (kinda dates the story, right?) Anyway, the clerk at the UPS store told me that they could not ship guns, because as he said, "That's how terrorists get their guns, you know." The ignorance of the American public never ceases to amaze me.

The latest with UPS is they will ship, you call a number and they email you a from, fill it out and ship your gun.. Some UPS, postal employees, and airline geeks, make up their own laws and regs...Don't let them get away with that..I keep their policy in print, they choke on that and back track.. "GUN CONTROL..AKA GUN SEIZURE BY LEFTISTS. comes in many forms. The US Post Office in Libertyville Ill. absolutely refused to ship a rifle to me (a FFL dealer) by my client. I sent a letter of complaint to Midwest Office of US Postal Inspector and they "forwarded" it to the NW Office...that was in August..no word since. Loyal Americans damn well better wake up and smell the roses! Regulations and rules are simply ignored the alphabet boys know laughingly as public servants.
