What finish is on the Remington PSS rifles?

I have a Remington Model 700 Police Tactical Rifle that has the flat black finish on the barrel and receiver. I have put a couple of scratches on it over the last couple of years and was wondering what kind of finish it is and if something can be done to repair the scratches.
It looks like a paint to me and I was thinking that maybe it could be touched up with some sort of paint.

It's Parkerized. I beleive acheived by chemically dipping. You may get a reasonable finish with some of the proprietory paints available or a mat bead blast? I have the same rifle in .243 by the way. A cracking little gun!

Forgot to mention: when I bought mine several in the rack had slight silvery scrathes not penetrating to any depth. They were removed as I watched with absolutly no ill effect by using very fine wire wool and plenty of methylated spirit, may be worth a go! Also works on bluing beleive it or not. Just make sure wool is very fine.(0000 grade?)
