Does anyone know if there are stainless steel
open sights (at least the bases) for mounting
on stainless steel barrels?

I can't think of any aftermarket ones at the moment, but Ruger puts matching ramps on the stainless 77RS models. Give their parts & service department a call.

Another possible option might be to select the iron sights that you like, and then have them plated with electroless nickel. This would give you a matte silver finish that is not too far off from stainless steel.
