Thinking a German export stamp, used between WWI and WWII for military reworks exported to other countries. 98a a small ring? Others should know for sure.

Yes, a 98A small ring.

I read that these small ring, large shank actions should not be chambered to high pressure loads, what chamberings are they best suited for?

IMO, it would be the 7x57. Or other rounds that do not exceed the SAAMI max average pressure for the 7x57, which is 46,000 C.U.P.
