Short answer, sure it can. I had Bob Snapp rebore one of my 1908 8x56 Mannlicher-Schoehauer carbines to 9x57, and it worked fine with no other changes at all. Perhaps I lucked out on my early choice of bullet nose shape and that fortunate choice allowed it to feed properly, but whatever the reason it worked fine.

Frank de Haas covers the military version in his Bolt Action Rifles book. Early in my career I converted a military action into a 257 Roberts; it was quite time-consuming and the result was pretty Bubbaish but it CAN be done.

Yes. Obviously, each shelf of the rotor has to be opened up. Later models have the cartridge retaining clip that may also have to opened up.

A .308 to .358 is probably simplest, as would be a .30-06 to .35 Whelan. However, the 9.3x62 is not based on a .30-06 cartridge. The shoulder is further forward. More delicate work, the the retaining clip might present a major problem.

I have a 1961 MCA, in 30-06, that came from AK. Needless to say the stock and bore are in bad shape.

The largest caliber on a 06 case that will fit the rotor and retaining clip with out alteration is a 338-06.
