I have a Krieger .400 bore .409 groove barrel. Could it be used to make a 400 H&H? Thanks in advance.

Yes, but I only use Douglas for the 400 calibers; .410 groove, like the bullets. Actually I only use Douglas barrels for everything; no need for any of the new makers for me.

Yes Douglas makes very good barrels, but they don't make all sizes of the odd calibers
I am working on a quote for a customer and am trying to find a .435" groove barrel

Sure, for calibers which Douglas doesn't make, (although I have never heard of a .425) I would use one of the new comers on the barrel market. Which they all are. For you young guys, Douglas was the first large scale custom barrel maker in the US.
Medal? I've got plenty of medals.
