What is the effect of a shooter with a longer than average neck when it comes to making a stock? Does it requuire a bit more drop in the heel than a classic American stock pattern that goes mostly straight back?

It depends more on your overall body build. Arm length, chest build and cheek, face build. As long as it's got enough lop to keep your thumb out of your nose under recoil, dah is more an individual comfort thing.
