I am going to be mounting scopes on two Lowe Berlin Chilean 95 mausers. I like the one piece redfield mounts. That's what I have on my Swede 96. Redfield made two bases for mausers One model number 511137 says 95 98 on the box. The other model number 511138 says mauser kar, swedish, small ring on the box. I found an old listing online that said 511138 would only fit kar and swedish rifles made after 1905 and model 95. The pictures that I have from the seller aren't the best because the bases are in their original packaging. I can't tell any difference in the bases from looking at the pictures.
Can anybody help me out on which are the right bases for my Chilean 95 mausers?
It can't fit both the 95 and 98 (unless it is a small ring 98; a K98 which, contrary to popular belief, is only the Polish, and the German 98a marked Kar 98 ), but it is easy to tell when you set them on the receiver. If it is parallel to the bottom, it is good. Or a commercial small ring 98; still you can tell easily. So you don't have to use a shim.

On my Swede 96 the rear hump has been removed and the one piece base covers the entire rear bridge. I don't want to have to remove the hump if I can avoid that. I can not see any numbers on the Redfield base. Just the Redfield mark.
The 1979 Redfield catalog has the same confusing information you list above. The 1985 and 1992 catalogs list 511137 as fitting Mauser 98 and 511138 as fitting Mauser Kar and Swedish after 1906 & small ring 95 and Mauser Mexican. Based on this, I believe that 511138 is the correct base. The 511137 is model JR-M and the 511138 is model JR-MK. The model number should be noted on the original box and usually stamped on the bottom of the base. I have one of these bases on a Mexican Mauser and it defiantly requires that the charger hump be removed.

I have a Redfield one piece base 45157 that is cut out for the clip hump; marked for Swedish and Mauser 95. I will trade it to you for one that is flat on the rear because I have removed my clip humps. It is not marked in any way. Just on the box.

Picked up the bases today from my mailbox. There is a small groove in the bottom of the base that fits over the hump. No need to remove the hump for the bases to fit on the receiver.
