The rate of twist is determined by the longest bullet you intend to use.A 1-9 twist may work best with the longest ones. With a custom barrel,you can have it cut to any lengh, it doesn't have to be in multipules of 2".
Since the 25/284 represents an overbore capacity cartridge, it would be wise to stretch out the barrel as long as possible to get the gains intended. Or consider the 257 Roberts in a shorter length tube.

I have a 25-06 that has a slower twist and it will not stabilise the 120s. Even the 100s are poor unless I really stoak it up to max. Then I get really good accuracy, but nothing with the 120s.
