Modern Mauser Actions - Heat Treated or Case-hardened?

Are modern Mauser 98's like the Mark X and Charles Daly heat treated all the way through like a Remington 700, or are they still carbeurized or case hardened like the military 98's? I'm primarily curious if it's ok to lap the bolt lugs before rebarrelling a modern 98 such as the above mentioned, or should I be concerned about wearing through the hardened exterior, as would be possible with an older military version?
